Different regions in the state of California obtain water from different sources. Much of the water in Southern California is provided from imported water from the Colorado River as well as many coastal cities using ground water. In the “Bay Area” the water is provided by surrounding rivers. In San Francisco – the Hetch Hetchy project supplies water to the city and other areas. If an area is flooded – all water would have to be purchased or boiled in order to be considered safe in the first few days after a flood. If you mean after a sea level change that affected the area long term, people would be relocated and water would be acquired from higher sources where flood waters did not reach.
