From my own speculation, a drier climate would probably be more costly to us. A big issue in development today is the increasing demand for freshwater supplies from a growing population. Ensuring enough water to support our world will be difficult as it is, and a drier climate would not be helpful in that respect. Climate change, however, doesn’t work to make the entire world wetter or drier, rather certain areas receive more or less rainfall due to changing weather patterns, so the unpredictable nature of these changes make it hard to say for certain.
