Would recycled tire sidewalks help reduce the urban island heat problem?

The reason that urban streets get so hot is because of the dark pavement that is on streets and sidewalks. Recycled tire sidewalks would be dark also, which would cause the same problems. I think it would be a good idea though because then there would be a good use for old tires and virgin cement would not need to be made. The only problem may be if they do not last very long from normal wear and tear. I do not think cities could handle needing to replace the sidewalks too often so that would be a big determinant of it’s usability.
