Would oil producing countries economies fail if a climate bill was passed?

Yes. The climate bill would disincentivize companies from using carbon-emitting fuels, such as petroleum, and instead encourage the use of renewable energy. Oil-producing companies realize this. In fact, Saudi negotiators are currently trying to get other oil-producing companies to join Saudi Arabia in demanding that wealthy countries who sign a climate treaty give the oil-producing companies assistance in economic diversification, to help them recover.
