Would it be a good idea to keep rotating marine reserves to give the water a break?

    Marine reserves are usually designated areas with high amounts of diversity or a certain species worth protecting. In most cases the water is free to come and go with the tides, waves, currents, etc. and gets thoroughly circulated. If the reserve loses protection in a rotation system many of the gains it had made could be lost through fishing and recreation activities.
