it depends on the propulsion system and fuel. if a hovercraft were created that was cheaper than a car and had all the amenities, it would be an efficient vehicle as many people could own one and would have to use the fuel for it, hopefully biofuel produced from algae. if cars ran on 200 mpg then they could be considered efficient vehicles but most get 20-40 mpg.
