Doubtful. In the nineties California tried to break Pacific Gas and Electrics hold on the electricity industry. What happened was countless small electric companies sprung up and there was a price war like no other. It was akin to the MCI, Sprint, ATT wars, where people would call and ask if you wanted to change your service provider day and night. Eventually all those small companies could not sustain the low prices and went out of business.
