Some consumers would be upset, yes. While compact flourescents are cheaper in the long run, incandescents are still cheaper up front, so people still like to buy them because they seem cheaper. This may cause people to be upset if there was a ban because people would no longer have the option to buy the cheaper (up-front) lightbulb.
Currently, the EU is carrying out an incandescent light bulb ban. Some consumers are worried because the alternative energy saving light bulbs are said to have health risks such as migraines and some skin conditions.
