Most who have studies fisheries and fisheries management would agree that any ban on tuna fishing would help improve their numbers. The thing you must remember is that this ban will only regenerate populations for this short time, and then once fishing continues, their numbers will drop again. The goal is not to close fisheries, but rather to limit the competition and incentive to over fish tuna populations that will protect their numbers most effectively.
