I would imagine it works through inductance, which is an old technology and just has never been put into mass consumer use in this way – so it probably does work, as to power draw compared to a phone charger, It would probably use more electricity to charge your phone than a wall charger and would be left plugged in at an idle stage which drew some current – its a matter of convenience, and I believe its main advertising point is the convenience of charging multiple devices – not energy savings.
