There isn’t a general answer for this question. Wind turbines are placed in a location after a lot of consideration is given to natural wind currents. Wherever the location, the wind is most strongest there, whether it be at the top or base of a mountain. One could see it in strong in both cases however, since wind is strong at the top of mountains where there are no obstruction and also strong in a valley, where the geography can act as a wind tunnel. It all depends on the wind maps and natural currents.
Kind of confusing isn’t it. I guess we can just say that wind can be strong anywhere.
