Yes, there are many programs in place and a huge ad campaign currently going on supporting clean coal technology. Clean coal is coal burning power plants that focus on reducing emission. Carbon capture and storage is one of those methods. Clean coal is a term created by and a concept push for by the EPA and under the Clean Air Act.
There is a company, NewEarth Renewable Energy, that states that it has created a bio-mass based coal alternative. The burning of it is said to give off no SO2 and 70% less CO2. Didn’t see info on how much is created from the generation of the product.
Whether or not it can realistically be created on the scale of what current coal production is to fully replace coal is a long ways off. Everything has to start somewhere though.
