Will the United States ever tax carbon?

The US is unlikely to tax carbon directly due to our aversion to taxes in general, but the likelihood of a cap and trade bill of some sort being passed is pretty good. The Senate is looking to take it on in earnest in early 2010, according to some, but others are not willing to put a real timeline on it.
