It’s unsubstantiated, most sources, including Miles Inc. the company that makes Alka Seltzer, say no (first link). At the same time, Miles Inc. says they have not done any testing to prove otherwise. I would advise erring on the side of caution and not feeding sea gulls Alka Seltzer.
