It depends. Within reason, Obama’s leadership in backing the climate bill would hold some sway. On the other hand, you have to remember that the last time this happened, it was a complete farce. Clinton had originally agreed to sign the Kyoto Protocol, but the Senate refused to ratify the treaty. In the end, America simply never signed onto the treaty’s terms. I really think other world leaders would look more at our legislative record (eg. our current climate bill) rather than Obama’s promises.
