That’s up to the lawmakers. I think that it’s a great law and it makes a lot of sense considering how efficient solar water heaters can be (and it makes more sense in some areas than others — because Texas and Arizona are definitely better places than Seattle and Vermont for collecting solar thermal energy)… I think by the year 2020 most states where this is efficient and cost effective will have adopted a law similar to the one in Hawaii! Why? Because — although there is an upfront cost, these home owners actually save money in the long run, because they don’t have to pay for the gas / electricity necessary to heat the water — all the while they are helping the environment by using free energy instead of taking [and, in this case, wasting] resources from the Earth for the purpose of heating water!
