Will the new Senate climate bill be tough on polluters?

    The 2009 Senate climate bill outlines strategies for energy efficiency with the goal of reducing greenhouse gas emissions.  It requires all public buildings to report energy use and sets the target of 20% energy consumption reduction by 2020 and 80% by 2050, from 2005 levels.  Critics have stated the bill does not state how it will intend on capping carbon emissions but only set the goals.
