Well the colder it gets the worse gas mileage you get. Also if you don’t clean off the snow on your car the extra weight will definitely effect mileage. Also if snow or ice is left on your tires it will make for more work for the car. However I could not find anything to specifically say whether snow on the road would affect mileage; though if I were to speculate, yes. The increased friction would create more work, proportionately to the height of the snow I would imagine.
