Will it matter if we shift to electric vehicles if the power to charge them still comes from coal plants?

    That is a very good question, and the answer is yes it will help with emissions, but it would help more if that electricity was coming from other alternative energy sources.  At this point we get about half of our electricity from coal, so even though coal and oil in vehicles produce relatively similar amounts of pollution, the fact that not all of the electricity is coming from coal makes them better for the environment.  As we move further and further towards renewable energy, the benefits of electric vehicles will increase dramatically.
