Yes. I’m assuming you’re referring to cars and other vehicles that run on hydrogen instead of gasoline. This fuel needs to be produced from fossil fuel or biofuel by thermolysis or using bacteria, or from water by electrolysis or chemical reduction. That means you’re still using fossil fuels or electricity (usually generated from fossil fuels) or other chemicals (which require energy to produce as well). On the other hand, solar power plants do not consume any such resources. So, to make hydrogen truly clean, renewable electricity sources such as solar power should be used to produce hydrogen for fuel.
