Will the government help states get funding to shut down their coal plants?

No. While the government wants to develop alternatives to fossil fuels, it will not take steps to shut down coal plants directly. Government intervention to shut down private industry would anger a lot of people, especially those who already  suspect Obama of being anti-business, socialist, communist, etc.

The president got in trouble during his campaign when he said that under his administration, coal power would have trouble meeting carbon caps and competing with new green technologies. Detractors considered this a threat to “bankrupt” the coal industry.

Many environmentalists actually believe that the government is too supportive of the coal industry, especially the promise of “clean coal”. The U.S. still actively funds domestic and international coal plants.
