Cap and trade is meant to tax large corporations, not small farmers because they do not emit much CO2 to begin with. The only farmers that might be affected are large CAFOS farms, but these are not the traditional “American Farmers” that you are referring to.
The Brookings Institue released a report analyizing the worst case scenario for cap and trade programs in respect to agriculture. They concluded that even with an offset program, there will only be small impacts on the agriculture industry. In the long term, applying greener techniques to farming will be beneficial by alleviating negative impact created by climate change and preventing future disasters.
