If the electricity is needed to generate more power because the industrial sector is increasing, then yes, but the lines in this event would be getting built because of more jobs. Building the lines will not automatically create more jobs.
Wyoming has plans to increase their output and transmission of power through new electric lines. The development of this system could create up to 50,000 jobs. Even after the system is built, it would sustain about 2,500 employees. So initially, it would support job growth, but not by an incredible amount in the long run.
