Why was the Jet Stream stagnant in 2010?

In July 2010, an event, known as the Omega blocking event, occurred above western Russia. The Omega blocking event was a large-scale, stagnant weather pattern that divided the jet stream. This divide had a slowing effect on the Rossby wave, which is a large river of air that travels across the globe in a westerly direction. As a result, wildfires erupted in Russia and unusual wind patterns occurred in Pakistan.
