Why was the Crown Plaza Times Square Hotel the first to receive a rebate for energy efficiency?

The Crowne Plaza Times Square Hotel received the Con Ed business rebate for changing the incandescent light bulbs in its sign to all fluorescent. The incandescent bulbs were 40 watts and the fluorescents only 8. There are also 3,300 bulbs in the sign, which cost them a sizable sum to replace. However, the Crowne Plaza Times Square Hotel has taken many other measures to become environmentally friendly including changing all their paper products to recycled paper, using green cleaning supplies, and starting a kitchen compost bin, among other things. In order to be eligible for the rebate they had to be an existing Con Edison customer and pay a System Benefits Charge, and these factors may have eliminated other buildings from eligibility for the rebate.
