They usually are not exactly illegal they are banned by home owners associations and condo/apparent management usually because they are ugly and apparently detract from the aesthetic appeal of the community and make things look cluttered. With all the energy concerns in this country it is a pretty silly reason. Some places are getting rid of those rules now because of the sillyness but others are holding fast.
I suggest if you live in an area where the home owners association or apartment managers don’t allow it to start a campaign in you community to get the rule lifted for the planets sake.
