Fresh tuna is so expensive simply because there is not a large supply. Blue fin and yellow tail tuna have nearly been fished into extinction, and as a result, the prices for them have gone up as demand as stayed high (especially for sushi and sashimi).
Canned tuna is so cheap because it is not the same tuna — it is albacore and skipjack, which are white meat and dark meat tuna that are not as in demand and are thus much cheaper.
