The environment. Texas has large open plains where they can get some wind flow. Also, a lot of oil companies are dipping their toes into the sustainability field (probably because they know their industry is on the verge of collapse) so of course their going to have some things in Texas because thats where the companies are .
Texas is located at a geographically ideal place for wind, next to the sea where winds virtually always blow. It would also seem that Texas has the financial and public support for developing and implementing large scale wind farms across that state.
