Why is there so much tension between the governments of rich and poor countries when it comes to climate agreements?

    Because poor countries cannot finance most green initiatives that they would like to do. Poor countires always like to point out (and correctly so) that the reason rich countries are rich very closely coorelates to the ammount pollution they have caused over the years to get to that point. Since rich countries have more money, and are responsible for the majority of the global environmental damage, poorer countries want them to finance the majority of green projects, and this is where the tension comes from.

    (Although the recent Copenhagen environmental summit was a good step forward in terms of richer countries agreeing they are responsible and financially liable for alot of environmental issues)
