Why is strange that the flag on Nebraska has a picture of the Rocky Mountains on it?

    The Nebraska Secretary of State’s office references the origin of the seal, which is the design on the state flag. Mention is also made of the Rockies appearing in the background, but it is apparently implied that they are there merely to show where the train (closer to the foreground) is headed. The train actually appears to be traveling parallel to the Rockies, but the original proclamation for the seal states, “…in the background, a train of cars heading towards the Rocky Mountains…”
