The stimulus bill is not hurting the PACE program right off the bat. It is actually generating momentum for the program by infusing money for its success. However, in the long run the fate of the program will rely upon sufficient and steady influx of funding to ensure it makes a significant impact.
I have heard that the stimulus bill is making it mandatory for buildings to have energy audits before they can qualify for the pace program which would hurt it because some people would not be willing to spend the money up front for those energy audits. I think in the long run it should help it but we just need to find a way to get it started.
