Why is the Senate considering allowing exemptions to the Clean Air Act as part of its global warming bill?

    It doesn’t allow exemptions to the Clean Air Act, although it does do quite a bit of term clarification.  Instead, the bill will give administrators a better and more stringent set of standards to hold companies to, forcing them to clean up their act so to speak. Andy exceptions would be considered in a bipartisan effort to get the bill passed without filibuster, but the bill as stands does a rather thorough job of amending the Clean Air Act without adding exceptions.
