Propane is liquid under pressure in the tank due to its characteristics and is converted to gas upon use and dropping pressures. As it is used, the pressure drops down inside the tank as well as the temperature due to the Ideal Gas Law. Energy (heat) is released when you compress a gas, and when gas expands (or in this case, liquid expands into gas) then heat is absorbed resulting in a very cold propane tank.
