The proposition would be good for California because it might be a good attempt to drop the unemployment rate down to 5.5%, but the downfall of such is that it freezes the provisions of AB 32, which is an attempt to reduce greenhouse gasses.
Personally, I think the only good aspect of Prop 23 is that it was defeated. This is one of the only times the environment was put ahead of the economy during a time that many people believed the economy needed the attention. I believe this sets the stage for further environmental legislation, which is definitely a good thing.
