Proposition 23 would suspend former acts implemented to help address global warming and its issues. It would mean that companies would no longer be forced to reduce harmful emissions until unemployment in California drops to at most 5.5%. It would simply be a way for big businesses to operate unchecked with no regulations on pollution.
As stated California Proposition 23 would have, if it had passed, suspended the “Global Warming Act of 2006” until unemployment was 5.5 percent or less. The Global Warming Act would have required greenhouse gas emissions to be maintained at 1990 levels by 2020. Opponents believed it would have allowed pollution to continue unembated, since California’s unemployment has only been at or below 5.5 percent three times since 1990.
