It gets leaves and then they grow and turn brown
There are quite a few tree problems that experience leaf-browning/leaf loss as symptoms, but that doesn’t mean that your tree is necessarily dying.
Your tree could be damaged by the sun and thirsty, so it needs to be watered. It could be recovering from a bad pruning job (bad pruning will often cause terrible leaf loss). And, of course, it could have a disease. However, leaf browning/leaf loss is experienced in a whole host of crabapple diseases. I’ve attached links to crabapple disease guides below so you can possibly diagnose your tree yourself.
