Why is my chinese maple tree not growing leaves all over?

It doesn’t look dead. It looks fairly healthy. It is growing leaves that are dark red, some dark red with green? It is growing on one side and in the middle of the tree trunk area at the top only.

Maples grown in ubran areas experience problems that those in the forest would not.  Paving, nutrient imbalances or chemicals used to desalt roads can all affect the healt of a maple.  Take a look at the following citation to see if you might be able to identify a likely problem, or give your local nursery a call to rule out possible diseases that might require cutting down the tree to prevent the spread.
