Leaded gas in Mexico resulted in pollution, poisoning, and other hazardous outcomes, which led to its curtailment in 1990 and complete removal in 1998. Perhaps some gas stations are keeping leaded gasoline for those vehicles that have not transitioned yet or because they are trying to make profit from what stock they have left. A report also states that even though after the introduction of unleaded gasoline in 1991, cars in mexico had a higher incentive to use leaded gas because of drastic price differences.
