Why is Japan so reluctant to back the Blufin Trade ban?

As the number one importer of Atlantic Bluefin tuna, Japan’s economy would have been affected significantly in the case of a ban.  Bluefin tuna is a major staple in Japanese diet, especially served raw in sushi.  It would be like if hamburgers suddenly stopped being served all over America.

Japan consumes approximately 3/4 of the world’s Bluefin tuna thefore their economy and eating habits would be exptremely impacted. The country has recognized the declining populations but instead of a full bad, the Japanese are proposing sharper enforecement and catching quotas.
