Why is Japan and Iceland exempt from the global ban on trading whalemeat?

There are three countries who engage in whale hunting–Japan, Iceland, and Norway. These countries are exempt from policies putting limits on whaling for a simple reason–they refuse to give up wailing, and there’s really no international body that can force them to do so. However, there are a variety of talks that have attempted to limit the amount of whales killed per year, hoping that compromise can convince these countries to think of the planet first.
