Why is it so hard for meteorologists to predict droughts and floods?

    Weather is constantly changing. It is not possible to determine the future, for as hard as we may try. The best predictions meteorologists can get are vague estimations of the time periods in which droughts or floods may occur. A storm may brew up rapidly, too quickly for meteorologists to predict very reliably.
