Why is it necessary to have right-to-farm ordinances? Shouldn’t people have the right to produce food no matter what?

Right-to-farm ordinances preserve and encourage agricultural land use and operations, as well as reduce the occurrence of conflicts between agricultural and non-agricultural land uses and to protect the public health. The regulations seek to reduce the loss of agricultural resources by limiting the circumstances under which agricultural operations may be deemed a nuisance.
