why is India resistant to emission cuts?

    Developing countries such as India have trouble converting to energy sources which will cut emissions. Not only is converting an economic strain on the government, but on the general population as well. India is looking for new ways to convert to different energy sources on an industrial, commercial, and public (within urban areas) level. The country is still struggling with how to reduce fossil fuel emissions in the rural sector. Fossil fuels are the largest and most affordable resource, but if rural populations were to start using more modern fuel sources it would could make a large impact.
