Based on some conditions, yes. Overpopulation is not the same as population density, which is one of the highest in India, but rather a point at which the number of people can no longer be supported by the habitat sustainably. India meets those criteria based on the shortage of food (almost half the children are malnourished) as well as fresh water for agriculture and consumption. The rapidly growing economy may also be exceeding the available supplies of resources.
