Why has water pollution from some coal plants increased as their air pollution has decreased?

    Coal plants utilize chemical scrubbers to trap air pollutants in their chimneys, and this chemical waste ends up in their water.  With the increased restrictions on air pollution, plants are taking advantage of the lack of specific federal regulations on power plant waterwaste.  This has become a growing issue that has yet to be addressed by federal legislation.
