Why has the US taken so long to create their 2020 carbon goals?

    In short, because environmental legislation is hard to pass. Everybody is concerned about how much money it will cost to increase renewable energy generation, as it currently costs much more than coal or natural gas. This is an especially relevant concern given our current economic situation. Some lawmakers are always going to be against any goals, as some are still climate change skeptics and others simply value the economy over the environment. People who lean towards these positions take time to win over.
