Why has BP tried to keep people from digging in the sand along the coast of the gulf?

Digging in the sand along the gulf coast can be dangerous because the recent storms and hurricanes have been covering the oil in sand. The oil that was previously washed up onto the sand is now being buried up to two feet. Surface oil usually decomposes fairly easy with sun deterioration and bacteria that destroys it, but when it’s buried under sand it just sits there. Come along a person playing in the sand and digging it up, they could expose it, and the oil can cause irritation of the skin and lungs.
