The cost would be tremendous. Without gills or any way to breathe water there would have to be funding for some kind of underwater research facility and domicile. The alternative would be to figure out how the whales did it and simply head back out to sea. Stem cell research could be a crucial, if still highly controversial part of this strategy. Either way, I think finding the appropriate supply chain to get the wheels in motion is going to be the biggest hurdle here.

Since humans can’t breathe underwater naturally, it would be extremely expensive and difficult to build an underwater residence. There are many fantasy movies about this subject, but the exact idea hasn’t really been replicated in modern times. Submarines are probably as close as we are going to get to living underwater for extended periods of time.
