Why don’t our US presidents directly appeal to citizens to do various environmental measures at home?

Why do we have to research environmental issues on our own, try to sort out what is most important, try to think of creative ways to do them, and try to spread the word to all the other people around us who have no clue? Why don’t our presidents directly address everyone in America and appeal to them to do a list of various things that will help save our planet? Imagine the impact we would make if we had political and media leaders giving us all direction on these things.
