Why don’t all birds flap their wings as fast as hummingbirds?

Because they don’t have to. Hummingbirds need to flap their wings fast in order to hover. They have to hover in order to get to their food source which is nectar. No other bird can do this. Other birds glide so that they can swoop in on their prey, but hummingbirds share a food source with insects which is why their locomotion is similar.
